Rose Mosero, HSC, FIP, is the Data Protection and Cybersecurity Advisor to the East African Community (EAC) on the East Africa Regional Digital Integration Project, funded by the World Bank. 

Previously, she was Kenya’s first Deputy Data Commissioner – Compliance at the Office of the Data Protection Commissioner, where she led regulatory compliance efforts and played a key role in shaping Kenya’s data protection framework. She also served as the Legal, Policy, and Regulatory Advisor to the Cabinet Secretary in the Ministry of ICT, Innovation, and Youth Affairs, offering strategic guidance on digital economy policies, ICT regulations, and data protection. 

A dually registered lawyer, Rose is admitted as an Australian Legal Practitioner and an Advocate of the High Court of Kenya. She is a Fellow of Information Privacy (FIP), a prestigious designation conferred by the International Association of Privacy Professionals (IAPP) in recognition of her expertise in privacy and data protection. She also serves on the Research Advisory Board of the IAPP. 

In recognition of her contributions to Kenya’s ICT regulatory and policy frameworks, including the digital economy and data protection, Rose received a Head of State Commendation (HSC) from H.E. The President of the Republic of Kenya. She is also a leading advocate for ethical AI governance and policy inclusivity, championing the equitable advancement of technology across all sectors of society.
