Luciano Hounkponou is an Attorney at Law and Managing Partner of HK & Associés, a law firm founded in Cotonou, Benin, several years ago. He focuses primarily on business law, commercial law, banking law, and financing, both in advisory and litigation roles. He also has experience in investment projects in the energy and infrastructure sectors.

Luciano Hounkponou holds a doctorate in law from the University of Reims, France, and is a graduate of the Paris Bar School of Appeal in France

He also holds a Master’s degree in Business Law from Laval University, Quebec, Canada.

He is also a Senior Lecturer at CAMES (Conseil Africain et Malgache pour l’enseignement Supérieur) at the University of Abomey-Calavi (Benin) and an expert consultant to the United Nations.

Luciano Hounkponou was appointed by the President of the Republic of Benin as Advisor representing the Head of State within the Personal Data Protection Authority (APDP) of Benin and was unanimously elected by his peers on Tuesday, March 12, 2024, to chair the institution.

Luciano Hounkponou brings his considerable expertise in personal data protection to the APDP.

As a reminder, the Personal Data Protection Authority (APDP) is responsible for ensuring that information technology serves the citizen without infringing on human identity, human rights, privacy, and individual or public freedoms.
